Lithuania modernises the production
of passports and ID cards

CUSTOMER: Atea (integrator) and the state personalization centre for ID documents of the Republic of Lithuania (end user, officially called the "Identity Documents Personalization Center under the Ministry of the Republic of Lithuania").

CHALLENGE: the Lithuanian government wanted to modernize the production of its high-quality, biometric ePassports and eID cards and secure a new generation of documents.

SOLUTION: in collaboration with the Baltic IT service provider Atea, which supplies the Lithuanian government with the hardware and software for the production of ID documents, it was decided to supply (2) two Entrust Datacard PB6500 passport and (2) two Entrust Datacard MX2100 ID card personalization systems.

RESULT: for an average production of around 267.000 ePassports and around 353.000 eID cards per year, Lithuania now has the latest technology in laser and smart card personalization. In addition, the photo-optimization process, whereby the images of the document holder are enhanced in line on the personalisation systems, and the new personalisation machines also provided the following system benefits:
• Truly modular;
• Occupy less floor space;
• Quieter;
• No external peripheral hardware.

The Republic of Lithuania is a country in north-eastern Europe that has been part of the European Union since 2004. With almost 3 million inhabitants, it is the largest Baltic state. Lithuania is considered one of the pioneers in eGovernment, with electronic identity documents (eIDs) providing modern on-line services to its citizens.

In the central personalization centre in Vilnius, abbreviated as "IDPC under MIRL", the Lithuanian eID documents are produced at a central location. The Entrust Datacard PB6500 and MX2100 personalisation systems were chosen to modernize this production process. In a fully automatic and in-line process, these flexible and modular systems are capable of:
• Opening and recognizing the type of document (ePassport);
• Reading the document number;
• Programming the contactless and contact chip (eID card);
• Laser-engraving and ink jet printing (ePassport) of the data of the document holder;
• Checking the quality of a completed document.

In addition, Entrust Datacard Adaptive Issuance Chip Interface software simplifies the management of the smart card applications that include biometrics, encryption and PKI technology.

This has resulted in the Republic of Lithuania achieving the operational efficiency that it had required, and it has secured its production capacity of identity documents for years to come.
